About the Council
The
MISSION of the Idaho Council on Developmental
Disabilities is to promote the capacity of people with developmental disabilities
and their families to determine, access and direct the services and/or support
they need to live the lives they choose, and to build the communities ability
to support their choices.
The Idaho Council on Developmental Disabilities is a 23-member volunteer board,
created by federal and state law, whose purpose is to advocate for Idahoans with
developmental disabilities to assure that they have access to needed community
supports, individualized services and other forms of assistance that promote self-determination,
independence, productivity, and inclusion in Idaho communities. The Council advocates
with and on behalf of Idahoans with developmental disabilities by listening to
their concerns and working to help them improve their lives by building service
systems and natural supports that enable them to live lives of independence, responsibility,
meaning and contribution.

Definition of Developmental Disability
A "developmental disability" means a severe and chronic disability of an individual
that is:
A. Attributable to
a mental or physical impairment or combination of mental and physical impairments;
B. Is manifested before the individual
attains age 22;
C. Is likely to continue indefinitely;
D. Results in substantial functional
limitations in three (3) or more of the following areas of major life activity:
self-care;
receptive and expressive language;
learning;
mobility;
self-direction;
capacity for independent living; or
economic self-sufficiency; and
E. Reflects the need for a combination
and sequence of special, interdisciplinary, or generic services, individualized
supports, or other forms of assistance which are:
of lifelong or extended duration, and
individually planned and coordinated.
A conservative estimate is that there are approximately 22,000 adults in Idaho
with a developmental disability.

The Council is comprised of 23 members. Representation is from the following:
Six people with developmental disabilities
Seven family members of people with developmental disabilities
One guardian or relative of a person in an institution
A representative of the Division of Vocational Rehabilitation
A representative of the State Department of Education
A representative of Title XIX - Medicaid
A representative of Title V Maternal and Child Health
A representative of the Office on Aging
Idaho Center on Disabilities & Human Development
(Idaho's University Center for Excellence or UCEDD)
Comprehensive Advocacy, Inc. (CO-AD)
(Idaho's Protection and Advocacy Agency)
A local agency concerned with DD
A non-governmental or private organizations concerned with DD
Individuals are appointed by the Governor for three-year terms, starting July
1 of each year.

Officers and Committees
The Council is governed by three officers, all of whom must be either self-advocates
or parents.

CONSUMER REPRESENTATIVE:Shiloh Blackburn
The Council has the following committees:
GOVERNANCE COMMITTEE: Composed
of
the Council Chair and other members who choose to sit on
the Committee, not to exceed 8 members. They elect a Committee chair
annually. The current Chair is Debbie DePaola. This committee has
responsibility to review and revise by-laws, policies and
procedures and makes recommendations to the full Council. This
Committee also reviews conference funding requests. A majority of the Committee members constitutes a quorum.
MEMBERSHIP COMMITTEE:
Composed of members who choose to sit on the
Committee, not to exceed 8 members. They elect a Committee Chair
annually. The current Chair is Jane Donnellan. This committee is responsible for
member training and development, new member recruitment and
orientation
, and
coordinates
officer election

majority of the Committee members constitutes a quorum.
PUBLIC POLICY COMMITTEE:
Composed of members who choose to sit on the
Committee, not to exceed 8 members. They elect a Committee Chair
annually. The current chair is Bob Jackson. This Committee is
responsible for activities associated with legislation, state agency rules
and regulations, reviews public policy issues, develops public policy
positions, prepares legislative agendas and makes recommendations to the
full Council as appropriate. A majority of the Committee members
constitutes a quorum.
CONSUMER LEADERSHIP CAUCUS:
Composed of all self-advocates
,
or parents or guardians of a person with a developmental disability on the
Council who choose to participate. The Consumer Representative serves
as the Chair. The current Consumer Representative is Kristyn Herbert.
The purpose of this Caucus is to provide consumer input to the full Council
and promote leadership development among Council self-advocates.
COUNCIL LIFE GOAL
WORKGROUPS: Each year the Council will
establish 3 workgroups to support and advise the full Council on specific
life goal areas set forth in the Council's five-year plan. The
workgroups deal with State plan development, oversight of implementation and
the budget allocated to State plan activities. They
will meet formally at Council meetings to discuss issues and activities
in th
eir area
(s) of
emphasis. The areas are Housing, Health, Employment, Education
,
Self-Determination, Self-Advocacy, Recreation, Transportation, Quality Assurance,
and Formal and Informal Community Supports.
AD HOC COMMITTEES/TASK FORCES:
When the Council finds it necessary, Ad Hoc Committees or Task Forces may be formed
on a temporary basis to study or work on issues of concern to the Council. They
are advisory to the Council and their establishment must be approved by the Executive
Committee.
LIST SERVES: The Council
may use email list serves as a way of sharing information specific to a certain
topic among Council members and others. These may be temporary or more long lasting.
